ModestMenus is a lightweight, cross-browser, cross-platform, versatile, CSS-driven menuing system for websites. It has been used on numerous websites to navigate thousands of pages, so it is very stable. Most customizations can be made through simple CSS, but extra options are available for more advanced users. While it may not offer all of the frills of some other systems, it is highly customizable and very stable. The source package comes with complete documentation and example uses.
